WindChill description:

WindChill is a small application designed to give you an estimate of what the temperature really is at any given wind speed.

The formula used in this application is as follows:
W = (10 · Sqrt(v) - v + 10,45) · (33 - t); where W is the Heat Loss in kcal/hour, v is the wind speed in m/s and t is the ambient temperature. 10 and 10,45 are constants stipulated by Siple in 1945, and 33 is the assumed skin temperature in degrees Celcius.

One can then substitute the W for a copy of the right part in the equation and enter the base wind speed 1,8 m/s into the left part. 1,8 m/s is close to walking slowly:
(10 - Sqrt(1,8) - 1,8 + 10,45) · (33 - x) = (10 · Sqrt(v) - v + 10,45) · (33 - t)

Which can be transformed into this formula for extracting the unknown
temperature at "zero wind:"
x = -((10 ·Sqrt(v) - v + 10,45) · (33 - t) / (10 · Sqrt(2) - 2 + 10,45) - 33)
